20 is the age of adulthood in Japan, so it makes sense to give them all of those legal rights and responsibilities all at once. There's actually a day each January when the whole country celebrates for everyone who turned 20 in the last year.
You know what, that actually sounds kinda nice. Adulthood for us is 18, but we still can't drink until years later, and we don't get a holiday about it.
