Well, I have no problem blaming Libby, considering the disgusting excuse she gave me when I asked why she picked Buzen out of all people. There's such a thing as trying to minimize the collateral damage when you're forced to make a terrible choice, you know?
Apparently, Buzen's situation at home was a little... complicated. So Libby decided that it was less "cruel" to erase him over someone who could, in her words, live a full life. But what she really meant is that she decided his life was worth less by her own standards, without caring about his opinion or the position she put Rang and Matsui in.
It's true that there aren't any good choices at all. I would have understood if she said she wanted to go after someone who could defend themselves, for example... But who gave her the right to say Buzen's life wasn't worth living?

Buzen was one of my favorite people here. He was so kind to me about Rin. And... I don't know. Saying he had a complicated situation is like, all of us died and we're being given the chance to go back. They always wanted to make sure that the people here who hadn't had long lives like them would get a chance first.
