Apparently, Buzen's home situation is... complicated. So Libby decided that it was less "cruel" to erase him over someone who could, in her words, live a full life. But what she really meant is that she decided his life was worth less by her own standards, without caring about his opinion or the position she put Rang and Matsui in.
